saving photo

I've noticed that when saving a photo, when changing the format, that using the arrow keys to select the format (default png to jpeg).. that simply hitting the enter key will not save this. You have to move the mouse but the mouse is invisible.
This is using mspaint to save the photo.
Any thoughts of this being fixed?

When fixing red eye or cropping , when I try to save I get this error message??? "Changes to this picture have not been saved because an original can't be created" Any ideas????

You may not have write-access to the folder.
You've provided so little details of context that's all I can guess.

Permissions appear to be correct and the user is an "Administrator", for what it is worth now. The files are set as read only, and changing them does not appear to work.
